If it is determined that a Sub-award is needed, the OSRP Proposal Development Specialist will direct the potential Principal Investigator to complete a Subrecipient Request Form This is the request form that must be completed prior to a Subrecipient Commitment Form being issued, to insure MSU Denver is in compliance with all Federal, State, Local, and institutional requirements for subrecipients.
Upon receipt of the Subrecipient Request Form, OSRP will request the completion of a Subrecipient Commitment Form from the subrecipient prior to proposal submission. The Subrecipient Commitment Form provides all of the necessary sub-award information to draft a Sub-award Agreement.
Sub-award modifications are not “automatic”. ALL sub-award modification must be requested through the MSU Denver Office of Sponsored Research and Programs (OSRP) by the PI. To request a modification to a sub-award contact the Post Award Manager .

The Sub-Recipient PI is Changing Institutions.
If your Subrecipient PI is changing institutions, and the work will continue with the same Subrecipient PI, the sub-award to the original institution will first need to be terminated and then a new sub-award will need to be issued to the new institution. OSRP will need the termination date of the original institution and the letter of intent, a new scope of work, budget and budget justification for the new institution. Both a new sub-award (to the new Subrecipient Institution) and a modification (early termination of the current sub-award) should be requested through OSRP. If the work will continue with the same Subrecipient Institution, but under a different Subrecipient PI, then the original sub-award will need to be modified to change the Subrecipient PI.

If the Prime Award will be transferred to the new Institution, a modification must be requested through OSRP to terminate all existing sub-awards. This will allow the Sponsored Programs Accounting and Compliance (SPAC) Office to close out the project(s) in preparation for transferring the award to the new institution. If the Prime Award will remain at the Metropolitan State University of Denver, then a modification to the sub-award should be requested through OSRP to change of PI for both the MSU Denver project and the outgoing sub-award.

Once the data has been submitted, the public will have access to this information through the single, searchable website USASpending.gov.
We have until the end of the month plus one additional month after a sub-award is obligated to fulfill the reporting requirement. For example, if a sub-award was made on December 2, 2010, DSP has until January 31, 2011 to report the sub-award information.
